BISG has yet to uncover any issues for the library
sector specifically related to bar coding. There is,
however, a related issue of multiple identifiers for the
same edition of a book.
Publishers themselves were encouraged to add 13-digit
ISBNs to the CIP data printed in the book according to
the Institute of Internal Auditors (IIA) implementation
guidelines prior to January 2007. Thirteen-digit ISBNs that
appeared in the published books were added to CIP
bibliographic records upon receipt of the books at
Library of Congress.
As of October 2004, Library of Congress grouped pairs of
13- and 10-digit ISBNs by manifestation in repeated MARC
21 020 fields, the ISBN-13 preceding the associated
ISBN-10 for CIP bibliographic records and other
bibliographic records.
The CIP Division agreed temporarily to adopt the style
for printing ISBN pairs on separate lines (one pair
beneath the other) rather than following the standard
style for printed CIP data (printed one after the other
as part of a single paragraph of the CIP data). As a
result of Library of Congress receiving ISBN-10 and
ISBN-13, this display is still in practice as of 2007.
Although all ISBN pairs provided by publishers are input
into the CIP bibliographic record during the transition
and continuing in 2007, to accommodate publisher title
page verso space concerns, no more than two ISBN pairs
are provided in the CIP data supplied to publishers to
be printed on the verso of the title page. To indicate
that additional ISBN pairs are present in the
bibliographic record beyond those provided in the
printed CIP data, “[etc.]” is printed on the line under
the last ISBN provided in the data.
Until full implementation of ISBN-13, Library of
Congress has agreed to continue its transition practice
of printing a maximum of 2 pairs of ISBNs. All ISBNs
provided in the CIP bibliographic record will be
included in the CIP data.
Publishers are urged to adopt the ISBN-13 completely at
this point (Q4 2007).
