BISG's Governing Council is a forum comprised of the BISG Committee Chairs convened to set and measure the activities of BISG's Committees, while balancing them with BISG's wider efforts in standards and best practices, education and events and research.

Composition of the BISG Committee Governing Council
- All Committee Chairs
- The BISG Executive Director and Deputy Executive Director
- A designated member of the BISG Executive Committee

- Ensure strategic alignment of BISG Committee work to BISG's efforts in Standards and Best Practices, Education and Events and Research
- Review existing Committees and establish measures of success
- Establish priorities for Committee activity
- Review project implementation plans to validate resources, deliverables and timelines
- Identify new initiatives and opportunities for Committees
- Communicate Committee work to BISG membership, Board of Directors, and the industry at large
- Primary: consensus
- Secondary: by majority vote
- Business value to BISG membership
- Business value to the book industry
- Time horizon for solution
- Costs: financial and opportunity
- Impact
- Five times per year in conjunction with the BISG General Membership meeting and the
day before the BISG Board meeting - Oriented to BISG's fiscal year cycle (July 1 to June 30)
