FRED (RICK) W. WEINGARTEN
Director, Office for Information Technology Policy
Fred W. Weingarten is Director of the Office for Information Technology Policy of the American Library Association, where he does policy analysis, advocacy, and education for libraries and librarians. He has been an adjunct faculty member at the College of Library and Information Services of the University of Maryland, College Park, where he taught information policy.
Previously he held positions as Senior Policy Fellow for the ALA and Director of Public Policy for the Computing Research Association (CRA), a scientific association of academic departments and industrial research laboratories. He was the first full-time Executive Director of CRA. Before joining CRA, Dr. Weingarten was Manager of the Communication and Information Technologies Program at the congressional Office of Technology Assessment, and prior to that as Program Director at the National Science Foundation overseeing research programs in networking and the social impacts of information technology.
He earned a BS in engineering at the California Institute of Technology and an MS and Ph.D. in mathematics and computer science at Oregon State University.
He has served on advisory groups for the National Science Foundation, the State Department, the Commerce Department, the Defense Department, and the Canadian Fund for Innovation. He served on the federal government Computer System Security and Privacy Advisory Board and currently sits on the Board of Directors of the Open E-Book Forum. He was named an ACM Fellow by the Association for Computing Machinery. Over the years, he has spoken and written extensively on information technology policy issues, including copyright, privacy, security, access to government information, freedom of speech, and R&D policy.
